FPCON Protection Levels

Five graduated levels of force protection from routine security to maximum alert

FPCON DELTA

Red
Localized and usually short-term

Terrorist attack has occurred or is imminent

In immediate area where attack occurred or intelligence indicates imminent/ongoing action

Complete positive identification of all vehicles and personnel
DoD schools closed
Non-essential movement restricted
Flights grounded or redirected
Continuous CBRN monitoring
Lockdown procedures implemented

FPCON CHARLIE

Yellow
May disrupt unit activities, activate Continuity of Operations plans

Incident occurs or terrorist action likely/imminent

Intelligence indicates some form of terrorist action or targeting is likely or imminent

Recall of additional required personnel
Identity verification for personnel entering facilities
Logging of base entry/departure
Personal items limited or inspected
CBRN contingency monitoring
Possible disconnection of non-DoD personnel from base water
Local roads may be closed

FPCON BRAVO

Blue
Prolonged periods can impact operations and local relationships

Increased or more predictable threat exists

Increased or more predictable threat of terrorist activity exists

Stricter control of entry points
Inspection of large vehicles for concealed devices
Vehicles and objects kept at distance from buildings
Mail inspections and daily building inspections
Enhanced screening at entry points

FPCON ALPHA

Orange
Can be sustained indefinitely

Increased general threat, unpredictable nature

Increased general threat of possible terrorist activity, nature and extent unpredictable

Personnel and families regularly informed of threat
Risk management plans reviewed
Intelligence dissemination and base security plans reviewed
Contact with local law enforcement
Increased random ID checks and vehicle searches

FPCON NORMAL

Green
Baseline condition with routine security measures

General global threat, routine security posture

General global threat of possible terrorist activity exists, routine security posture warranted

Securing and randomly inspecting buildings not in regular use
Random searches of vehicles and personnel
Limiting/controlling vehicle and pedestrian access points

The catalyst for modern force protection

The bombing of Khobar Towers in Saudi Arabia killed 19 U.S. service members and highlighted vulnerabilities in installation security, leading to the creation of the FPCON system.
