FPCON System
Standardized counter-terrorist threat system protecting DoD personnel, facilities, and operations worldwide
FPCON Protection Levels
Five graduated levels of force protection from routine security to maximum alert
FPCON DELTA
Terrorist attack has occurred or is imminent
In immediate area where attack occurred or intelligence indicates imminent/ongoing action
FPCON CHARLIE
Incident occurs or terrorist action likely/imminent
Intelligence indicates some form of terrorist action or targeting is likely or imminent
FPCON BRAVO
Increased or more predictable threat exists
Increased or more predictable threat of terrorist activity exists
FPCON ALPHA
Increased general threat, unpredictable nature
Increased general threat of possible terrorist activity, nature and extent unpredictable
FPCON NORMAL
General global threat, routine security posture
General global threat of possible terrorist activity exists, routine security posture warranted

Security Measures by Level
Comparison of protective measures across FPCON levels
| Category | Normal | Alpha | Bravo | Charlie | Delta |
|---|---|---|---|---|---|
| Access Control | Random checks | Increased random checks | Stricter entry control | Identity verification required | Complete positive ID |
| Vehicle Inspection | Random searches | Increased searches | Large vehicle inspection | All vehicles logged | All vehicles inspected |

Historical Development
Khobar Towers (1996)
The catalyst for modern force protection
The bombing of Khobar Towers in Saudi Arabia killed 19 U.S. service members and highlighted vulnerabilities in installation security, leading to the creation of the FPCON system.
September 11, 2001
FPCON system validation and evolution
The 9/11 attacks led to widespread implementation of FPCON Delta and established FPCON Bravo as the new baseline for most military installations worldwide.
Command Authority & Implementation
Who sets FPCON levels and how decisions are made
Command Structure
- USNORTHCOM: Sets minimum FPCON for CONUS installations
- Regional CCDRs: Set levels for their Areas of Responsibility
- Installation Commanders: Can raise but not lower levels
Decision Factors
- Intelligence reports and threat assessments
- Operational environment and regional stability
- Available security resources and capabilities
- Diplomatic relations and local conditions
Modern Implementation
How FPCON operates in today's security environment
Current Baseline
Most installations operate at FPCON Bravo as the minimum level since 9/11
Dynamic Adjustments
Levels change based on current intelligence and regional threat assessments
Global Application
Used by all DoD installations worldwide with local adaptations
